In the year 1892, ordinary gunpowder had been superseded by smokeless powder in all European countries and in America. In India, gunpowder was still used as the propellant for both small arms and artillery, and there were then two gunpowder Factories in India, one at Ishapore and the other at Kirkee.
In June of that year, His Excellency the Commander-In-chief in India convened a conference in Calcutta to discuss the question of introduction of smokeless powder in India and the decision of this conference was that the Military authorities could not hold themselves responsible for the safety of India if Troops in India with ordinary gunpowder were called upon to meet European troops with smokeless powder. It recommended that steps should be taken immediately to introduce smokeless powder for the Army in India, and proposed that, pending investigations and any decision which might be arrived at regarding its manufacture in India, immediate steps should be taken to place a contract in England with one of the large explosive firms (preferably with Messrs Nobel & Co., Ardeer, Scotland), for the entire supply of cordite to India, and that an Officer ( Captain D.M. Babington, then Assistant Superintendent, Gunpowder Factory, Ishapore, was selected for this post) and a small Staff should be sent to the Works in England for inspection purposes. This was the first step taken as regards the introduction of smokeless powder into India.

This proposal of the conference however was not agreed to by the Secretary of State, because at that time there was a very important law suit going on between Messrs Nobel and Co. and the British Government, concerning the patent rights of cordite, in which the former asserted that Government had infringed their ballistite patent, and claimed enormous damages. The Secretary of State therefore was not prepared to place any such order with Messrs Nobel & Co. and it was arranged that the requirements of cordite for India would be supplied by the War Office.
In 1893 Colonel F.J.Caldecott, R.A. the Superintendent, Gunpowder Factory, Kirkee, and in 1894
Captain D.M.Babington R.A., Assistant Superintendent of that Factory, were deputed to England to study
the manufacture of cordite and of its components at the R.G.P.F., Waltham Abbey, and at private
Factories.
On the return to India of the latter Officer in May 1895 he was appointed Superintendent, Gunpowder
Factory, Kirkee, in succession to Colonel Caldecott promoted to Major General, and was immediately
called upon to submit full estimates and reports on the manufacture of cordite in India.
The Newspapers in India were all entirely against this manufacture in India and every accident which
occurred in England was at once seized upon as a warning to India. In a long leading article of the
Times of India ( January 26th 1898) after pointing out the dangers of the undertaking the article ends
up as follows –
“ It is to be hoped that Government will avail themselves of this excuse (want of money) to nip
in the bud a scheme which it is really surprising to find being seriously contemplated” and this
is merely typical of the attitude taken by the whole Press in India.

For the next two years correspondence on the subject ensured. All estimates and reports which were submitted, were subjected to very severe criticism, as the then Military Member of Council, Lt. General Sir Henry Brackenbury, K.C.B., K.C.S.I., probably influenced by the Press was, entirely opposed to the manufacture of cordite in India. Eventually the Government of India stated that they were not prepared to take any definite action regarding the erection of a Cordite Factory in India until it had been actually proved that Cordite could be made in India, a matter upon which they had very great doubts, in spite of all assertions to the contrary from the Ordnance Department. They therefore sanctioned the erection of a miniature experimental Cordite Factory at Kirkee- to be erected and worked under the then Superintendent of the Gunpowder Factory ( Captain Babington). A small trained Staff from England (including Mr.J.C.Burnham, afterwards Manager, Cordite, Aruvankadu) was engaged, and materials and acids were imported at great cost.
This Experimental Factory proved to be an extremely troublesome business, because although it was realized that it was purely an experiment and that once the experiment had proved successful or a failure the factory would be abandoned; still it was not safe to omit any safety precautions which might endanger the success of the experiment, considering the opposition already experienced, as this would at once have stopped, probably for many years any chance of cordite being made in India. The climate also of Kirkee was quite unsuited for the manufacture of Nitroglycerine and Guncotton and most careful refrigerating arrangements had to be made. This Experimental Factory was built, and 5 tons of cordite was manufactured there, which was the extent of the material obtained from England. This cordite was then sent to England for report and was reported on by the War Office as being fully equal in all respects to cordite manufactured in England. The Experimental Factory having then fulfilled its object was closed.

In April 1898 Captain Babington, R.A., Superintendent, Gunpowder Factory, Kirkee, was deputed to the Nilgiris in Southern India to select a site for the proposed Cordite Factory. The Nilgiris were selected, because for the manufacture of cordite and its components a temperate climate is necessary, and as far as possible intense cold is to be avoided, as Nitroglycerine freezes at 40o F. Therefore a site on the Hills in Southern India where there is little variation of temperature was at once suggested. The Nilgiris also possessed the necessary advantages of good communications and water supply, and a considerable number of Military troops was always stationed in Wellington.

A site in the Aruvankadu valley was eventually selected to the south of the Ghat road between Coonoor and Ootacamund, comprising 313.33 acres, and was later extended to 350 acres. The original ground being all uncultivated but with several valuable blue gum ‘ Sholas’ or plantations on it, cost Rs.26181 or an average of Rs.84 an acre, and it is interesting to note that in the years 1906-07 when a small portion of ground to the north was purchased, which was quite unsuitable for cultivation, the price paid was Rs.225 an acre, and the present price is about Rs.450-500 per acre, to such an extent has the price of the land near the Cordite Factory risen during the past few years.

When searching for a site for the Cordite Factory, the Kateri Falls were visited and it was at once seen that the utilization of this water power would probably prove a very cheap means of power for the Cordite Factory, and in the report regarding the selection of a site it was suggested that this water power should be used and a hydro electric power station for the Factory be installed at Kateri Captain Babington asked that he might be permitted to return to the Nilgiris to investigate this question and report fully on the comparative costs of running the proposed Factory hydro-electrically and by steam. This further deputation was immediately sanctioned, and with the assistance of Mr.J.H.Hull, Chief Mechanical Engineer, Gunpowder Factory, Ishapore, a full report upon the subject was submitted, which report proved that the hydro-electric installation would be slightly more expensive in capital cost than the steam installation, but that the saving would practically be the fuel bill, and as it was known that coal would cost about Rs.30/- per ton, this matter was an extremely important one.

In those days hydro-electric installations were practically unknown in India, and the various
Government Officials and Engineers in the neighbourhood did their utmost to dissuade the proposer of
the scheme from carrying it out, as they gave it as their opinion it must end in failure. Another
amusing incident occurred in connection with the selection of the ground - it appears that the
Government of India must have approved of the site selected without reference to the Government of
Madras in Ootacamund, and the latter Government then wrote to the Government of India that they did
not at all approve of the site selected by Captain Babington and that in the opinion of His
Excellency, the Governor, there were many other sites much more suitable. This Officer was therefore
sent back to Ootacamund and the Government of India directed that the Government of Madras should show
him the sites referred to.On his arrival at Ootacamund after a long wait in the Secretariat Office, he
saw the Chief Secretary and on asking to be shown the proposed sites, he was asked if he would please
say what were the requirements of a Cordite Factory as regards land from which it was at once obvious
that no one in the Secretariat had any knowledge whatever of what was required. Eventually he was
taken to a selected site below the Lawrence Asylum Lake only about sufficiently large to erect one
building on, and this, he was told, was the site proposed. It was no use wasting any more time, so
Captain Babington returned to Kirkee and reported that his journey to Ootacamund had been a mere waste
of time, and that the Officials at Ootacamund had not the slightest idea of what the requirements of a
Cordite Factory were as regards land. The Government of India then sanctioned the purchase of the
original ground selected.
In November 1899 Captain Babington was deputed to England with Mr.J.C.Burnham, and Mr.J.H.Hull and
others to design and make all necessary
Preliminary arrangements for a Cordite Factory for a maximum outturn of 358 tons of cordite per annum
to be built on the site selected, but no definite actual sanction to the installation of the Factory
was given.

The factory was very soon all planned out and designed, a site plan and drawings and specifications of every building were sent to India and the designs and costs of all machinery & plant settled, but there came a time when the suppliers of machinery and plant to whom enquiries had to be made, wanted to know whether any business was going to follow, and before anything further could be done the matter had to be settled one way or another whether the government intended to go on with the scheme or not. As soon as this sanction was obtained in 1900, matters progressed very quickly. Demands for machinery and plant were submitted to the India Office, and also complete proposals for the hydro-electric installation at Kateri. The India Store Department could not check any of these items, but under telegraphic instructions from India, Captain Babington’s proposals were accepted, and this mark of confidence of the Government of India enabled the erection of Cordite Factory to be proceed with extremely rapidly, the whole of the arrangements being in the hands of one officer only.
One of the greatest difficulties regarding the Cordite Factory and which proved really a more difficult undertaking than the hydro-electric installation at Kateri was the Acid Factory, but this was considerably simplified by placing the matter in the hands of a thoroughly reliable Firm of Chemical Engineers, Messrs Davi Bros. Of Manchester. At Waltham Abbey, sulphuric acid was to made but was purchased from the Trade, but it was immediately realized that for the Cordite Factory in India the manufacture of Sulphuric acid, as well as Nitric acid, with concentration and denitration plants must be arranged for. A considerable difficulty arose regarding the concentration of sulphuric acid. The plant almost universally used in England was that obtained from Messrs. The Factory Staff therefore had to learn the work themselves, and they were fortunately able to see certain plants being erected at Messrs Nobel’s Factories at Ardeer, Scotland, and at other places, it was undoubtedly a great feather in the cap of our Chief Foreman, Plumber, ( Mr.J.C.Bain), that when these plants were sent out to India, he was not only able to erect them correctly and set them working, but our yield from them even exceeded the yield obtained in England.

In 1901 all the plant and machinery having been purchased and all work in England completed, Major Babington was ordered to proceed to India immediately to push on with the erection of the buildings and plant. On his arrival at the Coonoor Railway Station, which was then the terminus of the Nilgiris Railway, the whole station premises were full of Boilers, and Machinery and Plant of all sorts for the Cordite Factory, which the Railway Authorities demanded should be immediately removed. There was no crane of any sort at the Station, and as the Railway then belonged to a private syndicate which was practically bankrupt, there was no possibility of obtaining a crane, and so the transport of all these heavy machines and boilers up the winding ghat road from Coonoor to Aruvankadu, 31/2 miles, was evidently going to be an extremely difficult undertaking, as there were no facilities for such heavy work, and the Commissariat Department at Wellington when asked to help, replied that they had not sufficient transport for the requirements of the Depot at Wellington.
Fortunately a large number of Boer Prisoners had been sent from South Africa to the Nilgiris and were located in a Camp in the Kaity valley and many of these men of good behaviour were allowed to take on outside work under certain conditions. Their help was immediately sought, and for more pocket money they were willing to work all day long, and being thoroughly accustomed to moving heavy weights, they rendered invaluable services in getting up the heavy machines and boilers from Coonoor Railway Station to Aruvankadu and also out to the Power Station, Karteri, and erecting them at these places. Many of these men were of magnificent physique and they were able to handle weights which could not have been moved at all by any number of Indian Workmen.

The building of the Quarters and Factory Buildings progressed as rapidly as the Military Works could
manage, and as soon as the buildings were erected the machinery and plant was put up. The Military
Works Officers in Charge was Captain E.Stokes Roberts, R.E., assisted by Captain A.H.D. Riach. The
erection of the pipe line at Karteri proved rather a troublesome matter due to the local labour being
so unskilled and inexperienced.
The contract for the whole of the hydro-electric plant was placed with the General Electric Co., at
Manchester, the hydraulic plant being actually supplied by Messrs. Gunther & Sons, Oldham. The
General Electric Co. also sent out two Electrical Engineers ( (Messrs Molesworth Bros.) to help in
erecting the installation both at Karteri and in the Factory.
Early in 1903 Major Babington, who had unfortunately been ill for some considerable time from over work and nervous strain, now became dangerously ill and was compelled to proceed to England at once on medical certificate and on arrival there was placed in a Nursing Home, and to his dismay was told by Sir Joseph Fayrer and Sir William Hooper that there was very little possibility of his ever returning to India again.
Major W.C.Radcliffe, R.A., was put in temporary charge to continue the erection of the machinery and
plant, as the buildings were handed over by the M.W.S.
Major Babington returned to Aruvankadu on 5th May 1904. The Factory was formally opened by the
Military Member of His Excellency the Governor General’s Council, General Sir Edmund Elles,
K.C.B., K.C.I.E., R.A., on 19th November 1904 when he and the D.G.O. ( Major General C.H.Scott) and a
number of other Officers and officials in the district met at the Power Station, where after the
working of the station had been explained and the general history of the Factory up to that point had
been told, the Hon.Member after a short speech declared the Factory open, and closed the switch which
started the machinery and lit up the whole building electrically, and also lit up every light in the
Cordite Factory, 4 miles distant, where whistles were blown announcing to the neighbourhood that the
Cordite Factory had been officially opened.
In 1904 the Ordnance Factories in India were ordered to submit proposals for increased outturn for war, in accordance with what was then known as the “Kitchener’s Scheme, and the Cordite Factory was ordered to arrange for extension to enable it to manufacture in war time a maximum of 150 tons Cordite and 550 tons Cordite M.D.

Certain additions to buildings and plant were sanctioned at a cost of about Rs.1,90,000 for buildings and Rs.1,40,000 for Plant .
The Power Station at Kateri was originally designed to contain four 125 K.W. Generators and a Dam was built costing Rs.132317/- across the gorge at the top of the Falls, this Dam was 27 ft. high of a cross section capable of being raised to 40 ft. this dam was built by the M.W.S. and formed a reservoir containing 7 1/2 million cu.ft of water. In connection with the Kitchener’s Scheme referred to above, this dam was required to be raised to a height of 40 ft., but it was then discovered that this could not be done, and only by adding wings to it, it was possible to raise it to 38 ft. forming a reservoir of about 12 million C.ft. capacity. In 1904 an additional Generator of 500 K.V.A. was erected in the Power Station.
In the early days of the Factory working, the Power obtained from the fall of water at Karteri was
considerably more than was required for the work, in fact it has since been proved that the actual
water available there is capable of supplying power for an outurn of about 31/2 times more than the
original maximum outturn for which the Factory was designed, and at the time it was never dreamt that
this large margin of safety would ever require to be exceeded. In a few years the silt collecting in
this lake assumed very large proportions, and the only way it could be removed was to empty the lake
and employ large number of coolies to dig the silt into the stream, which was the carried out through
the sluice. This was done 2 or 3 times in a year for about 10 days at a time, but it soon became
evident that the silting up was increasing.
Mr. J.W.Meares M.I.C.E., M.I.E.E., Electrical Advisor to the Government of India visited the Factory
in November 1914 at the request of the D.G.O. in India, and advised on the water power at Kateri, and
he recommended most strongly that an additional dam and lake should be formed. The site chosen was on
the Kateri stream where a dam 27 ft. high was erected at a cost of Rs.136400/-. This dam was completed
in February 1916 and formed a reservoir containing, when full, 9 million cu.ft. of water. In addition
to the extra reserve of water given by this additional lake, the idea was that the power station
should be worked from this top lake when the bottom lake was emptied, to enable the M.W.S. to more
completely remove the silt from it. The great increase of water requirement at Kateri is illustrated
by the following figures:

The Power Line from Kateri carries a three phase current of 5000 volts and consists of three copper
wire each No.1 S.W.G. arranged in the form of an equilateral triangle, one metre apart. On arrival at
the Factory this voltage is transformed to 380 for use in the Factory. This line was erected by the
Government Telegraph Department and handed over to the Factory in June 1905. The telephone line to
Kateri was also originally constructed by the Telegraph Department and handed over to us. All the
telephone communication within the Factory itself was erected and arranged for by the Factory, and
consists of a ‘Central’ and 20 stations.

A telephone line also joins the Factory with the A.C.R.E’s. office, Wellington, and for Defence
purposes there is telephone communication direct between the main Guard at the Factory Gate and the
Main Guard in Wellington Barracks. These overhead lines outside the Factory grounds were erected by
the Telegraph Department, the telephone instruments belonging to the Cordite Factory and in their
charge.

The guarding of the Cordite Factory was placed in the hands of the Police, as the Government of India
considered that the ordinary protection from being broken into and from theft should not be in the
hands of the Military. A local police force of 75 men was posted to the Factory, but after a short
time it was found that with a policeman searching at the gate and his brother working inside, there
was very little real protection from theft, and therefore the local police force was soon removed and
a special police force from the West Coast was provided. There was also a small Military Guard of six
men and on Non-commissioned Officer posted close to the Main Gate merely to constitute a small-armed
force in case of disturbance and also o protect the treasure chest and armoury of the Factory.
The present strength of the Police at Cordite Factory, Aruvankadu, including additions made for War
etc. is 172 men ( Sergeants 2, head Constables 10 and Constables 160).

The 100 ton magazine which was originally intended to contain the reserves of Cordite for the
Ammunition Factories was also placed under a European Military Guard.
On the outbreak of the War in 1914 the Military Authorities took over at once the guarding of the
Power Station and Power installation at Kateri, and a camp was formed there of about 100 1o 150 men,
the police being relieved from this duty, but in February 1918 the Military troops could be so ill
spared from Military work that the protection of he upper dam was again handed over to the Police ( 1
Sergeant and 12 Constables).

The Cordite Factory as originally designed did not include the Cannon Cartridge Section, but was soon
realized that it would be much better to enable the Factory to arrange for the manufacture of all gun
cartridges, excluding small arm and A.F. ammunition, which were made at the ammunition Factories, the
Cordite being supplied by the Cordite Factory. In 1902 orders were received to arrange for an
additional section of the Factory to manufacture Cannon Cartridges and as Captain Sturrock, R.A., was
then in England on deputation, and on his return was to join the Cordite Factory as Assistant
Superintendent, he was directed to arrange in consultation with the Superintendent, Royal Laboratory,
Woolwich, for the necessary plant etc. for this. The manufacture of all these Cartridges was then
undertaken by the Factory, and the Factory also undertook the manufacture of all empty cartridges for
saluting purposes which up to that date had been made up in various Arsenals in India, some of which
had no facilities for so doing.

In the early days of the Factory after it had started work there were constant rumours and alarms of
other explosives being introduced and the leading newspapers in India frequently published leading
articles upon this subject. Probably the foundation for this was the introduction of Cordite M.D. in
England which, as its name indicates, is merely a modified form of Cordite containing Guncotton 65 per
cent, Nitroglycerine 30 per cent, Mineral Jelly 5 per cent, instead of 37 per cent Guncotton, 58 per
cent Nitroglycerine, 5 per cent Mineral Jelly, the proportions in ordinary Cordite.
This modified form of Cordite was introduced, because it was found that the temperature of combustion of ordinary Cordite, with its very high percentage of Nitroglycerine, was so high that the heated gases of combustion rapidly were away the rifling of guns, especially those of large nature.
These constant rumours caused a general feeling of alarm that cordite would be superseded by some other explosives as a propellant. Eventually the leading newspapers published such alarmist articles pointing out that the money spent on the Cordite Factory would now be all wasted, that the Government began to be uneasy, and Major Babington was the officially instructed to write an article for publication in the newspapers pointing out the true facts of the case as stated by him, viz.. that no new explosive could possibly be introduced as a propellant without passing climatic trials which must extend over many years, and that any small modification of cordite which might be introduced, such as Cordite M.D., could quite easily be manufactured in the cordite Factory. This article published in the Pioneer and copied into other newspapers on 1st February 1902 appeared to pacify the public very considerably, and no more alarms were published in the newspapers for a considerable time. Thus the whole Press in India used their influence to try and prevent a Cordite Factory being built and were unanimously against it, chiefly however on the grounds of the great danger and certainty of appalling accidents, which they anticipated.

Certain additions to the Cordite Factory as regards building and plant were sanctioned in May 1092
for the purpose of manufacture of Cordite M.D., and the first cordite of this nature was made in this
Factory in 1906-07. It was then generally agreed that Cordite M.D. was more stable than ordinary
cordite, and that it would have a considerably longer life in a hot climate. The Superintendent of the
Cordite Factory however had had considerable experience of the keeping qualities of Cordite M.D. in
India and he submitted a long report in August 1908 that he did not at all agree with this, and that
this experience was entirely the other way, and he gave full reasons for his opinion. This report was
printed and sent home to the Ordnance Board and subsequent experience has entirely corroborated this
theory.

In 1907 Major Babington, R.A., Superintendent of the Factory, was deputed to England with a view to
installing in India the new displacement process of the manufacture of Guncotton, which process had
been invented at Waltham Abbey and was an improvement on the old Abel’s process. He was also
ordered to investigate the processes for the recovery of acetone from Cordite Drying Stoves, with a
view to this being undertaken at the Cordite Factory. As regards the latter, after seeing various
recovery systems at work, he came to the conclusion that the Waltham Abbey process, in which the
acetone vapour was absorbed by Bi-sulphite of Soda in absorption towers, was the best process, and he
made arrangements for the installation of a similar plant at the Cordite Factory. On his return to
India the process after some considerable time and correspondence was started, and also the
displacement process of manufacture of guncotton was introduced and proved very successful.

The difficulty regarding the recovery of acetone in India was that by far the greatest portion of the
outturn from the Indian Cordite Factory consisted of Rifle Cordite, which being of a very small size,
lost its content of acetone so rapidly through evaporation that even in England, Waltham Abbey would
not even attempt to recover it, and at Aruvankadu at an altitude of 6000 ft. this evaporation takes
place much more rapidly than at Waltham Abbey. The process therefore of recovery of acetone at the
Cordite Factory was faced at the very beginning with very great difficulties compared with Waltham
Abbey.
